The creation of RMMCA is a result of low participation and an almost non-existent pool of qualified Disadvantage Business Enterprises (DBE) contractors on roadway/highway work. This lack of participation and decreasing pool of qualified Minority contractors has existed for a very long time; RMMCA was formed to address this ongoing industry challenge and concern.

All disparity studies undertaken over the last two decades by both the Colorado
Department of Transportation and the City of Denver recognize that the highway industry has historically not addressed the impenetrable barriers faced by DBE contractors. This has generally resulted in the under-development, underutilization of DBE’s contractors on publicly-funded heavy highway and transit-oriented construction work within the State of Colorado.

It is the mission of RMMCA to develop the capacity of existing DBE's, while significantly expanding the pool of qualified and talented DBE contractors on road, transit, infrastructure and horizontal construction projects in the State of Colorado. This will be achieved through business partnerships, DBE/Prime relationship-building, an effective mentor/protégé program, and training programs.

RMMCA has partnered with the Colorado Contractors Association (CCA), which is the largest and most recognized industry trade association for heavy highway and transit-oriented construction contractors and related disciplines in the State of Colorado. It is through this partnership that the pool of qualified DBE's on horizontal construction projects will be expanded.

As the State of Colorado continues to grow, it will have a greater need for additional construction capacity to meet the growing demand for highway, transit and other infrastructure construction projects.  Without the hands-on support, assistance and cooperation of the larger companies in the industry, new and existing DBE firms will continue to face obstacles that will prevent them from growing and developing to a competitive level in the industry.

We look forward to working with the Colorado construction community to make participation in the horizontal construction sector more inclusive and robust.

Sustainable Business Training Program
The Rocky Mountain Minority Contractors Association (RMMCA) and COMTO Colorado have collaborated to bring you this training program designed to aid members of the DBE and SBE contracting community to develop the skills needed for success in the transportation industry. The program focuses on education and technical training on how to estimate and bid projects, market your business, develop proposals and ensure compliance with state/federal regulations in workforce development and management.
