At The Capitol
Assault On Highway Funds Continue, CCA Fighting For Industry
The CCA lobby team has been working this week to amend 
HB 10-1387
which if passed as written will permanently divert about $20 million per year from the Highway Users Tax Fund to the Department of Revenue.  CCA is lobbying for an amendment that will sunset the diversion after four years.  To read the CCA Action Alert on this topic, click here
This week Gov. Ritter signed SB 10-116– Change Directives for Public Works Contracts.  SB116 is a bill by promoted by the Building Jobs4Colorado Coalition, which includes CCA, AGC Colorado and others, to speed cash flow to contractors when a public owner issues a change directive.  The bill was sponsored by Sen. Mike Kopp (R-Littleton)), Rep. Joe Rice (D-Littleton), and Rep. Kevin Priola (R-Henderson). 
Also this week, HB 10-1394 - Professional Construction Insurance was introduced by bill sponsors Sen. Mark Scheffel (R-Parker) and Rep. Joe Rice (D-Littleton).  The bill, known as the “good construction defects legislation”, provides additional legal protection to contractors and is supported by CCA and a coalition of construction and business interests.

RTD and BNSF Railway Sign $144 Million Property Agreement 
RTD has accomplished yet another major milestone on the FasTracks program - the closing on agreements with BNSF Railway Company for the property and relocation of BNSF facilities necessary for the Gold Line, Northwest Rail Corridor and access in and out of Denver Union Station and the commuter rail maintenance facility. Today, RTD and BNSF officials held a signing ceremony executing the agreements.

The last few weeks have seen new legislation supporting improved air quality, clean technologies, and economic development.  In Colorado, two major bills were approved that increase our use of renewable energy, and likely convert some coal-fired power plants to natural gas.  Nationally, the EPA established new greenhouse gas standards for cars and light trucks, likely the first of many GHG standards we’ll see.  So let’s take a look at these new rules - Click here for the details.
 
 
CCA Announces the Availability of Scholarship Forms for CCA Member Families 
Do you have a son or daughter who will be entering their junior or senior year in College next fall and who is enrolled in a construction curriculum at a Colorado University? If the answer is YES then have them apply for a CWFC Scholarship.  The Construction Workforce Foundation of Colorado-administered by Colorado Contractors Association-offers scholarships to students pursuing a construction career related degree and career primarily at the Colorado School of Mines, Colorado State University-Ft. Collins and Pueblo, CU-Boulder and Mesa State College.  We may also consider applicants from other Colorado colleges or universities.  Attached is an application which should be completed and returned to CWFC no later than April 12, 2010.
