CCA Lobby Team Busy Representing 
Heavy / Highway / Utility Industry on a Daily Basis 
The CCA Lobby Team is at the Capitol on a daily basis advocating for the interests of the Heavy / Highway / Utility industry.  CCA, through its Legislative Committee, has taken positions on more than two dozen bills this session and is monitoring dozens more.

BID OPPORTUNITY: Town of Avon – Wastewater Heat Recovery System
The Town of Avon is accepting bids for the construction of a heat recovery system, extracting heat from the wastewater effluent at the Avon Wastewater Treatment Facility (WWTF) and distributed via hot water supply and return piping to the recreation center for pool heating. Generally, the contract includes all temporary and permanent site, architectural, structural, process mechanical, HVAC, building services, electrical, and instrumentation and control work and testing, training, and commissioning as specified in the Construction Drawings and Specifications. The project includes demolition, new manholes an utility work, two new buildings, approximately 2,800 linear feet of insulated, welded steel pipe and fittings, tie-in to existing facilities at the WWTF and Recreation Center, control system, site restoration, and all other appurtenances.  For a copy of the Advertisement, click here.

CDOT News
Bridge Enterprise Update
The Transportation Commission met this week and held their monthly Bridge Enterprise Workshop meeting.  Consultant LS Gallegos provided a status update on the procurement of a Bridge Enterprise Program Manager.  Target dates for the procurement process include:  Issuance of RFQ:  March 1; Issuance of RFP: April 23; Notice to Proceed: August 2.

Recap of CCA and CDOT Monthly Policy Meeting
CCA members met with several top CDOT officials this week to discuss issues of mutual concern at the monthly Transportation Policy Committee (“TPC”) meeting.  Items discussed by the Committee included:
  • FASTER Update.  The first bridge enterprise funded bridge project (bridge replacement over Turkey Creek in Region 2) is now under ad.
  • Federal Funding Update.  The US Senate is considering two different bills that would impact funding for highway projects.  The first bill, which is more likely but more modest, would extend FY09 funding levels through Dec 31 and restore spending authority lost due to last year’s “rescission”, which would add roughly $150 million to CDOT’s construction program.  The second bill deals with the issue of a second round of highway stimulus funds; the ultimate success of this bill is questionable.  (For more information, click here for the most recent article from AGC-A’s Highway Facts Bulletin.)
  • Key Staff Updates.  Region 3 RTD Weldon Allen will be retiring effective May 31.  In Region 6, announcements are expected soon on the new Region 6 North and Region 6 South Program Managers.  Former Region 6 North Program Manager Moe Awaznezhad has retired, and former Region 6 South Program Engineer Reza Akhavan has been promoted to Region 6 Transportation Director to replace Randy Jensen, who is now with FHWA.

CDOT’s New Innovative Contracting Advisory Committee (ICAC) Holds First Meeting
CDOT has formed a new Innovative Contracting Advisory Committee that will initially meet monthly to discuss and develop policies related to CDOT’s use of various alternative procurement methods.  CCA and ACEC each have one representative on the committee, with CCA staff member Jim Moody participating as an alternate.  To keep interested CCA members abreast of the work being done by the ICAC, CCA is forming an ICAC Shadow Committee to ensure the ICAC can receive input from the experience of all CCA members.  If you are interested in participating in the ICAC Shadow Committee, please contact Jim Moody at jmoody@ccainfo.org or at 303/290-6611.
 
TIGER Grants announced:  Colorado receives $10 million for US 36 Managed Lanes/Bus Rapid Transit Project
USDOT announced the recipients of TIGER grants earlier this week. Nearly 1,400 applications requesting more than $57 billion were sought a portion of the $1.5 billion in TIGER Grant funding; 51 projects were ultimately successful in receiving some funds.  For a list of the project awards, click here.

CCA Announces the Availability of Scholarship Forms for CCA Member Families 
Do you have a son or daughter who will be entering their junior or senior year in College next fall and who is enrolled in a construction curriculum at a Colorado University?  If the answer is YES then have them apply for a CWFC Scholarship.  The Construction Workforce Foundation of Colorado-administered by Colorado Contractors Association-offers scholarships to students pursuing a construction career related degree and career primarily at the Colorado School of Mines, Colorado State University-Ft. Collins and Pueblo, CU-Boulder and Mesa State College.  We may also consider applicants from other Colorado colleges or universities.  Attached is an application which should be completed and returned to CWFC no later than April 12, 2010.
