Today the Colorado House
passed two CCA-supported FASTER-related bills, HB
10-1212 and HB 10-1211, on Third Reading with no unfriendly
amendments. The bills
now move to the Senate for consideration.

Bill Summary:
Requires the Executive Director of the Department of
Revenue to promulgate rules that establish circumstances, in
addition to circumstances already established in statute, in which a
vehicle owner shall be exempted from paying the late fee for late
registration of a motor vehicle. The bill requires the rules
to apply uniformly throughout the state and to include, but not be
limited to, exemptions for:
1)
Acts of God and weather-related delays;
2)
Office closures and furloughs;
3)
Medical hardships, which shall not include
financial
4)
Inability to pay;
5)
Out-of-state lien holders; and
6)
Information technology failures.

Bill Summary:
Effective
July 1, 2010, the bill reduces the penalty for late registration of
a vehicle without motive power that weighs 2,000 pounds or less from
$25 per month (up to $100) to $10.

campaign operation, and taking care of our financial obligations to
staff, vendors and others. If you donated to the campaign in 2009 or
2010 and would like a pro-rated refund of your contribution to Gov.
Ritter (40% of your original donation), please complete this form
no later
than 5 p.m. MT on March 1, 2010. Governor Ritter
and Lt. Governor O'Brien will distribute non-refunded funds to
causes and issues they care deeply about, in accordance with state
statute.

government programs the Colorado House of Representatives amended HB
10-1306 to eliminate the Senate for FY 2009-10 and thereafter. I anticipate that amendment
will encounter resistance when the Senate takes up supplemental
bills later this week."
